About these terms

These terms apply when you purchase The DOE Small Business Playbook or any other digital product from Federal Energy Strategy ("FES," "we," "us"). By completing a purchase, you agree to them.

Our Privacy Policy explains how we handle your information.

What you are buying

The DOE Small Business Playbook is a digital research publication delivered as a PDF. It contains market research, analysis, and reference material on the U.S. Department of Energy small business contracting market.

Your purchase includes:

  • The complete digital Playbook, current edition
  • Quarterly update editions for twelve months from your purchase date, as described below

Price and payment

The current price is shown at checkout. Prices are in U.S. dollars.

Payment is processed by Stripe. We do not receive or store your payment card details. Applicable sales tax, where it applies, is calculated and shown at checkout.

This is a one-time purchase. There is no subscription and no recurring charge.

Delivery

Your copy is delivered by email, as a PDF attached to a message sent to the address you provide at checkout. We send each copy ourselves, so allow a short time after payment for it to arrive.

Your copy is watermarked with the purchaser's name and email address. The file is yours to keep and does not expire.

It is your responsibility to provide a working email address. If you do not receive your copy, or you need it sent again, contact us and we will resend it.

License and permitted use

Your purchase grants a non-exclusive, non-transferable license to use the Playbook within your company.

You may:

  • Read, print, and store the Playbook for use within your organization
  • Share it internally with employees and contractors of your company who need it
  • Quote brief excerpts with attribution to Federal Energy Strategy

You may not:

  • Resell, redistribute, publish, or share the Playbook outside your company
  • Post it publicly, upload it to a file-sharing service, or include it in any paid or free collection
  • Remove or alter the watermark or any attribution
  • Use it to create a competing product or derivative publication

We reserve the right to revoke access for a purchaser who redistributes the Playbook in breach of these terms.

Quarterly update editions

For twelve months from your purchase date, you receive update editions as they are published, at no additional cost. These are sent to the email address you provided at checkout.

Update editions re-check the information most likely to have changed, such as organizational structure, contract status, supplier routes, and market data. The extent of any given update depends on what has actually changed in the underlying record.

We publish updates on a quarterly schedule. We do not guarantee a specific number of editions within your twelve months, or a specific publication date for any edition. If we cease publishing updates entirely during your twelve month period, we will tell you and offer a pro-rated refund of the portion attributable to the remaining period.

After twelve months, you keep every edition you have received. You are not charged anything further and access to past editions does not expire.

Refunds

You may request a full refund within fourteen days of purchase, for any reason. Send the request through the refund request form and we will process it. Refunds are returned to the original payment method and typically appear within 5 to 10 business days of being issued.

We offer this on a digital product that cannot be returned because we would rather you evaluate the work than take a risk on it. A refund ends your license and your entitlement to update editions.

What this product is, and is not

The Playbook is research and reference material. It is not legal advice, procurement advice, financial advice, or a guarantee of any outcome.

Specifically:

  • We do not guarantee that you will win federal contracts, or that any opportunity described will be available, suitable, or winnable by your company.
  • Federal information changes. The Playbook reflects public records as of its stated research period. Agencies reorganize, contracts change hands, rules are revised, and published data is corrected. We verify against primary sources at the time of publication, and we identify where the public record is incomplete, but we cannot guarantee that every detail remains current after publication.
  • You are responsible for your own decisions. Confirm anything that affects a business decision against the authoritative source, including your NAICS code and size standard, your certifications and eligibility, solicitation terms, and current regulations.

Limitation of liability

To the fullest extent permitted by law, our total liability arising from your purchase is limited to the amount you paid for the product.

We are not liable for indirect, incidental, consequential, or special damages, including lost profits, lost contracts, lost business opportunity, or costs incurred in pursuing federal work.

Nothing in these terms limits liability that cannot be limited by law.

Changes to these terms

We may update these terms. Changes apply to purchases made after the updated effective date, not retroactively to purchases already made. The terms in effect when you purchased continue to govern that purchase.

Governing law

These terms are governed by the laws of the Commonwealth of Virginia, without regard to its conflict of law provisions.
